Plot Summary
Encounter, Conflict, and Compromise
Mochi America blinks and a star appears out of his eye, flies over to Moscow and nearly hits Mochi Russia, who dodges at the last second. Mochi Russia shows up in Mochi America's doorway, visibly angry, and rushes over to smash Mochi America in the face, drawing blood. Mochi America tries to hit Mochi Russia but the latter dodges. Both Mochi fly up in the air, with the words "Our battle has only begun!!" superimposed next to them. After a brief fade to black, both Mochi are shown next to each other, tired and bleeding. Mochi America holds out an American flag and says "We are friends!" while Mochi Russia asks "Друг?"[1] back. Mochi America says "Yeah!" only to have Mochi Russia smashing his own flag in Mochi America's face, saying "Спасибо!"[2] The two jump up into battle once more, with the words "Our battle has only begun!!" superimposed next to them again.
America and Halloween
Japan is in the bath with Pochi. He describes how relaxing, quiet and calming it is,only to be interrupted by America, who begins ripping out the bars of the room's window and shouting for him. Japan wonders why he had to show up now, and asks him what he is doing. America wishes him a Happy Halloween and yanks the window frame entirely out of the wall while Japan watches in shock. Japan makes America repair the window, who says that boys and girls shouldn't remove their friends' window frames to get inside.
Afterward, when Japan is put on a robe and gotten himself a drink, he asks America why he came. America invites Japan over for Halloween at his place. Japan asks if Halloween was a fairy-tale themed festivity with pumpkins and people dressed up in costumes, and America says it was something like that. He leads Japan to his room, stating that he would know Halloween when he saw it. America then proudly proclaims their arrival in a room filled with spooky and elaborate decorations.
Eerie Eerie Halloween
Japan is visibly scared and asks what everything was, not finding them cute at all. America is confused at first, but realizes that Japan likes cute stuff. He explains that Halloween was based on stories about evil spirits who appeared during that certain time of year. In order to protect themselves from the spirits, people dress up like them. America also adds that while he used pumpkins, England would use turnips. Japan asks him why he was telling him all of this. America says that he wanted his help because he was good at horror stuff.
Meanwhile, England appears in a fluttering cape under a full moon, exclaiming that he felt in a tip-top shape at this time of year. This year, like previous years, he plans to scare America. He explains that he had summoned something especially horrifying, and he would definitely win this year's Halloween competition. The figure says that he was a very old fairy, and wonders whether he would be suitable enough for the big finale, while England assures him and they set out for America's house.
America finishes explaining to Japan that he had a scaring competition with England every year on Halloween, and England had won eighty-seven times while he had not won at all. The tradition began when England wore a scary costume and chased a young America around one year. America wants to use some Japanese style horror this year, and plans on hiding in a back room and jumping out to scare him. Japan muses that England would probably expect someone to jump out of the back room, and proposes to shift things around, starting off with something that would have a strong impact. England arrives at America's house and, upon opening the door, sees Russia sitting at a desk. Russia greets him as England screams in horror while the fairy greets him cheerfully back. England examines his head and doubts that he was not the real Russia, but Russia claims that the touch tickled, scaring England again. Watching from the sidelines, America excitedly announces his first win.

Trivia
- The beginning of the Halloween segment with Japan in the bath musing over how calm it is is original to the anime, as is the portion at the end where America, Japan, and Pochi-kun watch England being frightened. The comic originally ends with a picture of America's mailbox while England's screams from inside the house.
- In the scene that America repairs the window, Japan put Tenugui(washcloth) printed "うねめ温泉(Uneme-onsen)" on his head, which appeared "Bathing is the Laundry of Life" in Volume 4.
