Plot Summary
Italy-cat wakes up on a table in a library. He introduces himself to the audience, and says that he likes cute girls, pasta, siestas, and singing. He says that cats can sing too, and begins meowing in a rhythmic fashion. He says he's generally very friendly and wants to be held by a lot of cute girls. In summation, his behavior is the same as Italy's, who shows up on screen as well and sneezes.
Italy-cat then introduces the audience to his friend Germany-cat who lives next door, though he doesn't know why he suddenly wanted to. Italy-cat asks Germany-cat if he minds, and Germany-cat says that while he has no idea what Italy-cat's doing, he'll humor him. Greece-cat is briefly shown watching them from around the corner. Italy-cat explains that Germany-cat is the glue that holds the European cats' together, and everyone counts on him. Germany-cat says this is an exaggeration as Greece-cat and Spain-cat show up. Italy-cat further explains that if Germany-cat gets sick, they'll get ill along with him. Germany-cat angrily states that they're putting too much pressure on him.
After a cutaway, the narrator explains that there are over 200 confirmed members of this group of cat nations, and that among them is an organization called the G8, consisting of America-cat, England-cat, France-cat, Germany-cat, Italy-cat, Canada-cat, Japan-cat, and Russia-cat. They get together to discuss each other's household policies, regulate trading of canned cat food, and sometimes, Italy-cat will shout out the name of America's president. As they get together, Seychelles sees them meowing in a group and wonders if they've found some food.
At the meeting, France-cat remarks that there seems to be unrest at America-cat's house. America-cat reassures him that it won't be like when "Leh-nyan Brothers" collapsed, and that it'll probably be okay. England-cat asks how a response like that could be reassuring. When France-cat remarks that the European cats have been getting less food due to their masters' lowered incomes, all the cats share their worry. Germany-cat remarks that they had to find a way to resolve the issue, but Italy-cat replies that because they were cats, they couldn't really do anything, angering him.
After another cutaway, the narrator explains that France-cat likes to keep his home looking stylish, but laments that the surrounding homes and Paris were old and in need of repairs. He particularly looks at one mural, and sadly bemoans its condition, wishing that someone could fix it. Suddenly, Spain-cat appears and immediately offers to help restore, but France-cat quickly refuses, remembering how he botched a restoration before.
In another scene, China-cat approaches America-cat, asking if they were friends, to which he replies affirmatively. Worrying, China-cat confesses that Hong Kong-cat had been staying out and not coming back, and he has been lonely. America-cat gives him tuna, in hopes of cheering him up. China-cat graciously thanks him, but quickly becomes angered upon seeing that it was made in China. In the next scene, Italy-cat approaches Japan-cat excitedly telling him that he heard that something great was going on at his house. He eagerly asks him to talk about "Avenoumics" (a mispronunciation of Abenomics), to which Italy-cat's continual chanting of the words begins to flabbergast and confuse Japan-cat.

Trivia
- The title of the episode and the original manga chapter, while meaning the same thing, use two different sets of Kanji. The original manga uses Nekotaria futatabi (ねこたりあふたたび ) while the episode uses Nekotaria matatabi (ねこたりあまたたび ). It should be noted that Matatabi (またたび ) (derived from the second title), a.k.a. "Silver Vine", is the name of a substance similar to catnip and is the most popular cat treat in Asia.
- This adaption omits one strip from the near beginning where Italy-cat introduces the reader to Japan-cat, who is being commissioned by France-cat to make him some clothing. France-cat explains that he gave Japan-cat free reign creatively because everything looks good on him, and demonstrates as much by wearing clothing and eliciting a strong reaction from Seychelles. It also omits the last panel from the final strip, where Japan-cat asks Italy-cat to repeat himself and holds up a recording device (for cats).
- In the English dub of the series, Rachel Robinson is credited for voicing the role "Queen Elizabeth-cat" in the episode despite the fact that no such character appears.
