It just depends on framing; in appearances, it's more a description of what specifically happened in the story overall, and in attributes it's an overview. Hidekaz Himaruya's Production Notes On Prussia
A fellow fan and I did some digging yesterday from the hidden/"lost" pictures and links that Japanese fans listed, along with finding our own discoveries (rearranging the filenames of a few files, for instance, to find more pics). One hidden page on Kitayume is a "production notes" page with some trivia on a few characters, and there's a wealth of info on Prussia, which another fan managed to translate for us.
The "East Germany" fandom theory just got quite the evidence going for it:
- "After WWII, while he was under Russia's control and dreaming of Italy's warm sunshine, he was stuck with doing unprofitable jobs."

It could also play into a smaller theory that he becomes "Kaliningrad Oblast" (since it used to be Konigsberg). But I remember Himaruya also stated in a blogpost that he sees Gilbert as being lonely in the present day due to being more of an "enclave" than a true nation, and that in the present day he freeloads off of his brother by living with him.
So to me, all this would suggest that Gilbert does in fact become East Germany as his next "evolution", even if it's not historically accurate (as detractors of the theory often bring up to debunk it). And then after the Berlin Wall falls, he somehow hangs around as his own entity and isn't absorbed/wiped out of existence, likely due to the fact that East and West still have sort of a divide in them. Kind of like the northern and southern halves of Italy, come to think of it.
Other tidbits on the creation of the Prussia character:
- "Personality-wise, he loves to fight and often says things that will start quarrels."
- "Since birth, he has been wielding his sword for the survival of that person, so he is very strong."
- "He has gone on a rampage in Hungary and Poland before, so his relationships with these two are rather rocky."
- "Also, his manners are quite terrible. (Prussian troops are quite known for their bad behaviour.)"
- "He is supposed to be around Austria's age, maybe just a little older, but he doesn't look like it."
- "He loves Friedrich II a lot. Even after his death, whenever something or someone brings up the history of Friedrich II, he'll be depressed."

Initially, the plan was to draw him acting his age, but he gradually became more childish. A discarded character design has him with long hair and a face like Poland's."

Feelings for Hungary
Before anyone asks wtf for that, there's a mascot picture in which Prussia asks(rather, demands) Hungary to go to eat with him somewhere, to which she thinks "he never learns, does he?" implying he's done this multiple times. There are other things I could point out, I think, but I'm a bit high on pain meds and can't think. Tarafish 23:29, 24 February 2011 (UTC)
That's just jealousy. Why? Because, in the ol' Christmas strips, Prussia would see Hungary and Austria together and later complain that "Being alone is too much fun," showing he is jealous that his little Austrian buddy is with somebody and that Prussia isn't. Also, in his Ore-Sama CD, he asks Italy on a date (being the big Prussia/Italty fan I am) and does all these lovey-dovey things to him. There hasn't been that much info on Prussia and Italy but I can conclude that he's just jealous of Austria having a girl while the "awesome" and "uber-cool" and "mighty" Prussia doesn't and teases her for being with such an "aristocratic fool".

That. . .does not say a whole lot, honestly.
-Prussia was talking about being alone BEFORE he even noticed Austria and Hungary hanging out together
-There's nothing to say that he was or wasn't jealous of Austria. Of course, I'm already aware of how much Prussia hates being alone. ("Clustering is for the weak" "like that sissy aristocrat" by which he meant "that sissy aristocrat is weak" as he hadn't noticed any clustering involving the sissy aristocrat yet.) By that logic, he could be jealous that he has Hungary.
-Prussia doesn't do anything lovey-dovey to him(if only). . .he simply thinks of the things they could do together(meanwhile, Italy's distracted by his bird. I like PruIta too, but Prussia can have a crush on more than one person.)
-How was he teasing her? http://i47.tinypic.com/j5dqon.jpg Considering it was a mascot doodle(and Prussia is. Prussia. And he's known Hungry a while, and would likely treat her differently regardless, especially since she's not cute Italy) there wouldn't be a lot of room for lovey-dovey-ness, and if Prussia was teasing her he wouldn't be trying to get her to go with him anywhere(and, again, that he apparently "never learns" shows he's done this a few times before.)
-In Noto-sama 5(taking place in World Academy W) you intend to strip Hungary. However, Prussia stops you. Prussia says that where you're spying on her from is his spot. On top of that, he says that Hungary, herself, is his, and always has been his for that matter. And, of course, when you finally strip Prussia and she comes in wondering what all the noise is about, he tries to play it off cooly, before. Losing it.
-I'll point out that dream he had in his drama CD while I'm at it--it wasn't clear what she had, but he was giggling over it, which amused me more than anything. /just found that part highly amusing
-Prussia's give a damn clearly works, because he would've left her alone when he found her in the woods when they were younger(and he was being so creepy lol. And then he walked away awkwardly.) And he went to go see her and try and get her to go hunting with him, even after learning she was a girl. It could be seen as no more the friendship(in fact, that's how I saw that part,) but nonetheless.
-Very minor, but he said she would have to acknowledge him, now that he had such a cool song.
And I'd also like to point out that, if Hungary has done nothing but express dislike for him, then the idea of him dying upsets her(and, in fact, she says she could be lonely--although the translation originally said bored, didn't it?--if he died, despite how annoying he was) then when he comes back she's glad, that's pretty major to point out for their relationship. . . .

- Personally, I think it's fine to note they have a sort of "frenemy" relationship. While romantic goes a bit too far in terms of what's canon, it's obvious that they get along and care about each other to some degree. The problem is more Prussia's way of expressing himself. I don't think Prussia views Hungary as just an object that he directs jealousy to. Currently, she is another character related to Prussia's loneliness; he wants friends, but doesn't acknowledge it, and more or less acts like a jerk instead. And Hungary teases him. I wasn't even implying she has feelings for him. Just that he might have some for her. I definitely see frenemy, however. And that she's related to his loneliness, especially since their friendship(or, slightly close friendship) ended once she got with Austria. Tarafish 19:13, 26 February 2011 (UTC)
- Oh, yes, I realize you weren't implying that he had romantic feelings for her. I can sort of see it, but I can also see it as just being an odd friendship that's developed over their lifetimes. Much of my statement was directed at NiyoRiyo's comment; Prussia probably messes with Austria due to his loneliness, but I wouldn't toss Hungary aside. Seeing them together might strike a personal chord with him, but I think it has more to do with Prussia yearning for closeness in general. Jealousy might have more to do with the fact that his sworn enemy (Austria) and frenemy (Hungary) are happy, despite being divorced. His feeling may not be romantically inclined: he wants a friend, they have friends, and he seems incapable of being friendly enough towards either of them. /tangent Watermint 22:31, 26 February 2011 (UTC)

This page needs at least one more image in the personality and interests section. It's just gotten so expansive and wall-of-text. I'M SO SORRY I can't consolidate anything. . .I'll think of something. There are plenty of related things we could add! /o\ Maybe the Shobon Collection picture or the one of Old Fritz petting him. . . . There's so much there that it's a bit of a challenge to decide what to display. /o\ It needs to be something of relative importance and, as you can see by the current state of the page, I'm not a good judge of that. /just notes everything! - In that case, do you think we should move the stuff about him feeling alone to somewhere nearer to his glossed over relationships with other characters? That's sort of related, and it'd make the first paragraph a bit smaller. Detail
While I appreciate the detail thrown into this page, I feel like a certain times it gets too in depth. An example is the Switzerland relationship section, where it describes in massive detail one short segment of Osōji Prussia. When describing events, unless they are key and crucial to the character, that much detail is not really necessary and is better served on the page of the game itself. It should pick out the important parts. Like, instead of detailing every aspect of their argument, you could say "Switzerland and Prussia argued about -blank- (, which -blank- (if necessary)). This cuts down on some of the excess that isn't really needed and keeps the page more clean, compact, and easier to organize. (This goes for other sections and other character pages as well. The Switzerland section just really jumped out at me.) -FH14 16:41, 5 October 2012 (EST)

Idk what to tell you haha, I'm not good at being concise, as I've said before, and I have a low standard for what's important(that I RP Prussia doesn't help) so I probably wouldn't be able to go through and remove the important bits with much effect.
