Latvia's crying

Do you think it's possible that Latvia's tendency to cry alot could represent the wet climate/geography of the country?

Perhaps. It does seem to be very rainy there, according to my lazy morning research. But I always thought it was moreso a matter of his age. He's pretty young (15) and he has to deal with Russia. Plus, I've seen more of Russia beating up on Latvia than the other Baltics. (Mind you I haven't read too much of the manga)
It could very well be his climate, but part of me leans more toward it being his character. We don't know. We could put it in as a "maybe", but I don't know how the others feel about "maybe"s.
