This is a list of the Feudal Domains and Prefectures of Japan. These characters often do not appear within the manga or anime, but are drawn in official artwork or sketches, or are referenced in official materials. Many are based off of characters seen in Himaruya's previous series.
These characters have appeared in The World at War and the Fool of Owari, representing the different territories or clans of feudal Japan. While Aizu and Mito made cameo appearances in a previous storyline (Black Ships Have Come!), the other three have only appeared in this unfinished story, though Owari is the only one involved in the actual story so far (with Kanazawa and Sendai appearing in footnotes). Each character is based off of a character from one of Himaruya's previous webcomics. For information on Osaka, see Osaka.
However, Himaruya later released designs for personifications of Japan's modern prefectures that do not bear any resemblance to his other characters. Due to the unfinished status of Owari, it is uncertain if Kanazawa and Sendai are still intended as canon and if other character notes still apply.
A character representing the Aizu Domain (which was part of the Mutsu Province, and now the westernmost half of Fukushima Prefecture).
He is very serious and loyal, but too hard-headed to keep up with the changing times. Aizu tried to fight to the end in the Boshin War, but Sendai dragged him down and he was eventually defeated by his sister (Miharu) and fell into poverty.
In Black Ships Have Come!, he is the one to suggest that the Japanese find a way to get along with the Westerners, though he is chewed out for his idea by Mito.
A character representing the Kanazawa (Kaga) Domain (now Ishikawa Prefecture). He is usually moody and depressed due to having a lot of rain. He doesn't like to fight, and would prefer to write poetry or create art.
The basis for his design is the character Noto Kanazawa from the series Advance! Kitakou Broadcasting Club. Though the Pure version of Noto has also made cameo appearances in the Hetalia series, it appears that Kanazawa is modeled after Noto's earlier personality and appearance (dubbed "White Noto").
A character representing the Mito Domain, Mito is a logical, spirited, and grouchy man with an enormous ego and bad temper. He has a strong sense of justice that can get out of control, which causes him to make trouble for others.
In the Black Ships strips, Mito becomes angered at the idea of making peace with Western powers and wants no part with interacting with the foreigners.
A character representing the Owari Domain. A wild woman with a very "strange" personality, she is often left out due to her insistence at being non-conformist. She is very vocal about money and food, and her specialty is inventing strange types of food. It is said that she has a complicated relationship with Mikawa.
In the unfinished Owari strip, she urges Japan to stay away from Oda Nobunaga, the future ruler, as she finds him to be a disgrace.
The basis for her design is the character Miyako Owari from the series Advance! Kitakou Broadcasting Club, though Miyako's hair is long and blonde while this Owari's hair is dark and held up in a bun. Even so, she retains the red hairclips that Miyako wears as accessories in her hair.
A character representing the Sendai Domain. A foolish woman that is described as the "Italy" to Japan. She is considered to be useless and cowardly, and said to have ignored battles if food didn't come. Her most notable features are her pigtails and large straw hat.
These characters have appeared as chibis on Himaruya's website as updated versions of some personifications he had made for the Japanese Prefectures years earlier. Aside from Osaka, none of these characters have appeared in any comics other than Watching the WBC Together with all the Japanese Prefectures in Volume 4. Many characters closely resemble a character from Himaruya's earlier webcomics and some may have served as inspiration for that character.
Hokkaidō Prefecture (北海道 Hokkaidō ) is depicted wearing a cowboy hat and a vest, with a collared shirt underneath. He appears to own a pet calf. The basis for his design is the character Iyuta Nibutani from the series Advance! Kitakou Broadcasting Club Pure.
Aomori Prefecture (青森県 Aomori-ken ) has black hair with a small ahoge and brown eyes. He was depicted wearing a black shirt with matching pants, as well as a beige jacket . He also seems to own a small spotted cat.
Iwate Prefecture (岩手県 Iwate-ken ) has long, blueish-grey hair with bangs and brown eyes. She wears a beige beret and two small flowers in her hair, one above her left ear and the other in her hair on the other side. She was depicted wearing a uniform with a beige jacket and a dark green skirt. She is depicted carrying what seems to be a white book. She appears to own a strange pet.
Miyagi Prefecture (宮城県 Miyagi-ken ) has light-colored hair with a long ahoge that swoops down and brown eyes. His is depicted wearing a uniform with a dark grey jacket and black tie, and with plaid black and white pants. Miyagi also sports a cape that has a pattern of circles near its bottom edge. In one hand, he carries a Japanese sword, and in the other, some green food.
Akita Prefecture (秋田県 Akita-ken ) has long, dark brown hair and brown eyes. She is depicted wearing a black girl's uniform with black tights and white shoes. She was drawn holding a mask of a scary face.
Yamagata Prefecture (山形県 Yamagata-ken ) has short, black hair with bangs, with the right side held back with a white bobby pin or barrette. She is depicted wearing a white bandanna that has a small flower on it. She wears perhaps a dark dress with a white apron tied with a big bow in the back, black tights and white shoes. She is shown wearing black oven mitts and carrying a pot with hot food.
Fukushima Prefecture (福島県 Fukushima-ken ) has black hair with sideburns, brown eyes, and thick eyebrows. He is depicted wearing a black tracksuit with accents with rolled up sleeves. He appears to own the pig that he carries.
Ōsaka Prefecture (大阪府 Ōsaka-fu ) is depicted with short, light-colored hair in present-day appearances and golden eyes. In the modern day, he is drawn wearing sweater-vest and khakis or a hoodie, and shows a great love for food as well as an ability to speak Dutch. He is shown interacting with Japan the most, and seems to take an assistant-like position. The basis for his design is the character Tsukomi Hoke from the series Barjona Bombers.
